MINUTES OF THE CUSTER COUNTY BOARD OF SUPERVISORS

January 26, 2010

 

The Custer County Board of Supervisors met in regular session, on Tuesday, Jan. 26, 2010 in the boardroom of the Custer County Courthouse.  Chairman Hickenbottom called the meeting to order at 9:00 a.m. and reported the Open Meeting Laws are posted on the south wall.  The following board members were present, Hickenbottom, Olson, McCullough, Lichtenberger, Kleeb, Varney, Haynes, and Constance Gracey, Custer County Clerk       

 

Motion by McCullough, 2nd Haynes, to approve the minutes of Jan 12th, 2010.  Roll call vote. Ayes-all   Nays-none

Motion by Haynes, 2nd Kleeb, to authorize Chairman Hickenbottom, to sign the MOU for Juvenile Services Aid Program for FY2010-2011.   Roll call vote. Ayes-all   Nays-none

 

Motion by Kleeb, 2nd Olson, to issue directive to all officials to correct inventory statements and include purchase date and purchase price.  Roll call vote. Ayes-all  Nays-none

 

Motion by Haynes, 2nd Kleeb, to authorize Chairman Hickenbottom to respond to CPA Wilson informing him a directive has been sent to all Custer County officials to include purchase dates and cost of equipment and they will be checked when filed.  Roll call vote.  Ayes-all   Nays-none

 

Motion by Kleeb, 2nd Haynes, to recess as the Co. Board and convene as the Board of Equalization at 9:40 a.m.  Roll call vote. Ayes-all   Nays-none 

 

Motion by Haynes, 2nd Lichtenberger, to approve an Exemption Application for Custer Care, BB.  Roll call vote.  Ayes-all  Nays-none

Motion by McCullough, 2nd Olson, to approve a 2009 tax roll correction for NE Central Telephone-added in village-deduct $122.08.  Roll call vote. Ayes-all  Nays-none

Motion by Haynes, 2nd Olson, to approve a 2009 tax roll correction for J. Russell, tractor valued twice-deduct $29.42.  Roll call vote. Ayes-all   Nays-none   Kleeb-abstain

Motion by McCullough, 2nd Haynes, to approve a 2009 tax roll correction for Payne Propane, moved tanks-deduct $589.82.  Roll call vote.  Ayes-all   Nays-none

Motion by Lichtenberger, 2nd Kleeb, to approve a 2009 tax roll correction for J. Fortik, grain bin, deduct $146.42.  Roll call vote. Ayes-all    Nays-none

Motion by Lichtenberger, 2nd Kleeb, to approve a 2009 tax roll correction for C. Davenport, grain bin on this parcel, add $146.42.  Roll call vote. Ayes-all   Nays-none

 

Motion by Haynes, 2nd Olson, to approve a 2010 tax roll correction for Sikes, LLC, advanced for sale, add $5.34.  Roll call vote. Ayes-all   Nays-none

Motion by Haynes, 2nd Lichtenberger, to approve a 2010 tax roll correction for J. Sikes, advanced for sale, add $644.72.  Roll call vote.  Ayes-all   Nays-none

 

Motion by Kleeb, 2nd Lichtenberger, to recess as the Board of Equalization and reconvene as the Co. Board at 10:00 a.m.  Roll call vote. Ayes-all   Nays-none

 

Motion by Olson, 2nd Lichtenberger, to approve Chairman Hickenbottom to sign the Res. #5-2010, that set the salaries of Deputy’s in the offices of elected officials on Jan 12, 2010.  Roll call vote. Ayes-all   Nays-none

 

Motion by Olson, 2nd Kleeb, to approve Res. #6-2010, the Semi-Annual statement from the Co. Treasurer Bryant, for July 1 to December 31, 2009 as presented, and to publish in the designated newspaper called the Callaway Courier.  Roll call vote. Ayes-all   Nays-none

 

Motion by Kleeb, 2nd Lichtenberger, to approve Chairman Hickenbottom to sign the NE Dept of Ag Report as presented by Larry Gibbens Weed Control Authority.  Roll call vote. Ayes-all    Nays-none

 

Motion by Olson, 2nd Haynes, to reappoint Butch McGinn to the Planning Comm. board, three year term.  Roll call vote. Ayes-all  Nays-none

 

Motion by Kleeb, 2nd Haynes, to reappoint Richard Hodson to the Planning Comm. board, three year term.  Roll call vote. Ayes-all   Nays-none

 

Motion by Lichtenberger, 2nd Olson, to appoint Marlis Miller to the Planning Comm. board, three year term.   Roll call vote. Ayes-all   Nays-none

 

Gibbens presented a Zoning report on permits issued in 2009 for the County Board to review and report if any other new structures in their areas.

 

A letter was read from the Buffalo Co Weed Control District Supt. informing the Co. Board that Larry Gibbens has been nominated for a candidate for Vice President of the NE Weed Control Association( 2 yrs) and they would like approval from Custer County.  The issue was discussed with Larry and the motion was made by McCullough, 2nd Lichtenberger, to approve his nomination for Vice-President of the NE Weed Control Assoc. by the Custer County Board of Supervisors.  Roll call vote. Ayes-all   Nays-none

 

Spencer Neeley and Philip Jensen, and several other members were present for discussion on a new phone system and Great Plains Communications service.  No action was taken.

 

Motion by Kleeb, 2nd Lichtenberger, to open a Public Hearing on the One and Six Year Plan for Custer County at 11:30 a.m.  Roll call vote. Ayes-all   Nays-none

C. Jacobson, Hwy Supt, discussed the plans set on the One and Six Year program. 

Motion by McCullough, 2nd Olson, to close the Public Hearing at 11:45 a.m.  Roll call vote. Ayes-all  Nays-none

 

Motion by Lichtenberger, 2nd Olson, to approve the One and Six Year Highway Program Plan for the Custer County.   Roll call vote.  Ayes-all   Nays-none

 

Motion by Olson, 2nd Kleeb, to approve the Custer Co Highway Department’s Mid Year Report from July 1 to Dec 31, 2009.  

 

Motion by Haynes, 2nd Olson, to approve by Res. #3R-2010, to authorize posting of load limit signs by the Co. Hwy. Department.  Roll call vote. Ayes-all   Nays-none

 

Meeting adjourned at 12:20 p.m. and quarterly jail visit is to be completed.
